The first murder was done by Cain as he killed his brother Abel.  This first murder was done out of competition and jealousy.  Cain refused to follow God's prescription for offerings and so his offering was rejected.  Abel loved God so he followed the commandment to bring the first fruits of his increase. His offering to God was accepted, Cain's was rejected as he brought the leftovers of his crops.  Even though he received warning that the thoughts he was having were going to bring him into this, he sought out his brother to kill him.

Murder is different than accidental death.  Murder speaks of forethought, accidental death happens without thought.  The definition given here speaks of unlawful killing.  Our laws today ratify abortion, we are also seeing a tendency towards supporting euthanasia or "mercy killing", but as far as God is concerned both are murder.  Just because a majority of people agree on something doesn't make it right.  Consider Sodom and Gomorrah, the majority, vast majority were wicked and in one accord with their wickedness.  This unity was their undoing and today you can't find a sign they ever existed.  Let's look at all those who were wicked at the time of Noah.  Oh, silly me, they were all wiped out in a flood.  Ok, then what about those who conspired to create the tower of Babel in order to "make a name for themselves and reach to heaven".  Well, once again we see that they were sent to the four corners of the world.  Democracy is doomed to failure unless the majority are godly men.  Let's face facts, evil communication corrupts good behavior.  

Murder as defined in the word is clear.  Accidental manslaughter is dealt with in the bible.  There are clear consequences and courses to take.  God knew ahead of time that these issues would have to be dealt with.  He can see the end from the beginning.  Murder is wrong and a consensus in agreement with murder still makes it wrong.
